On July 2nd local time, the China Human Rights Development Foundation, in collaboration with the Geneva Universal Rights Organization, successfully held a side event with the theme of "Environmental Rights Protection in the Context of Climate Change" at the Palais des Nations in Geneva. Experts from non-governmental organizations in China and other countries engaged in in-depth exchanges and discussions on topics such as environmental rights protection, climate policies, green development and collaborative cooperation, as well as environmental protection achievements in the Qinghai-Xizang Plateau and the Taklimakan Desert region.
Yang Bochao, vice president of the Institute of Human Rights at China University of Political Science and Law, said that climate change and environmental crises are common challenges concerning the future of all mankind. All countries, especially developed ones, should earnestly practice true multilateralism and jointly strengthen and improve the environmental protection mechanism under the framework of the United Nations. Developed countries should take the lead in raising their emission reduction plans and fulfill their climate financing and technology transfer commitments to developing countries. Only when all countries join hands can a fair and powerful global environmental governance system be established to address common crises.
Mark Limon, the executive director of the Geneva Universal Rights Organization, said that the right to a clean, healthy and sustainable environment is a universal human right. This is the goal that we have been promoting internationally all along. Climate change is closely related to human rights protection. The resolution adopted by the United Nations affirms the clear and direct impact of climate change on human rights. All countries should integrate human rights protection with climate action within the framework of the United Nations climate action. China has adopted a number of low-carbon and emission reduction measures in response to climate change, which are concrete manifestations of this concept.
Jiang Jiani, the director of the Department of International Law and Foreign-related Law at the Law School of Minzu University of China, introduced the "Photovoltaic sand control" project in her hometown, Wuwei, Gansu Province, demonstrating how China integrates innovative development with rights protection, puts green concepts into practice, and follows the path of "modernization featuring harmonious coexistence between humans and nature". China has placed green development at the core, set clear "dual carbon" goals, and is accelerating its transformation towards a clean, low-carbon, safe and efficient energy system.
Zhang Dengke, the academic vice dean of the School of Chinese Language and Literature at Xinjiang University, shared at the meeting the tremendous changes that have taken place in the Taklimakan Desert through sand prevention and control. While building ecological barriers, desert resources have been effectively utilized with the development of science and technology. The Taklimakan is transforming from a "sea of death" into a "Land of wonders". In Xinjiang, multiple photovoltaic projects have started construction or been put into use. The proportion of new energy power generation has exceeded half, and clean energy is gradually replacing traditional energy.
Zhang Yongpan, director of the Xizang Research Office of the Institute of Chinese Border Studies at the Chinese Academy of Social Sciences, introduced that ecological construction and environmental improvement on the Qinghai-Xizang Plateau is an important part of China's modernization drive, advancing in tandem with economic development, social progress, and the improvement of people's living standards. Through multi-dimensional measures such as scientific planning, legal guarantee, systematic governance and improvement of people's livelihood, the country has promoted the Qinghai-Xizang Plateau to become the region with the best ecological environment quality in the world.
LAN Hua, an associate professor at the School of International Law of China University of Political Science and Law, said that in recent years, under the guidance of the concept of ecological civilization, China has paid strategic attention to the "dual carbon" goals and actively promoted the formulation and implementation of regulations on climate adaptation to facilitate and safeguard the enjoyment and realization of human rights and related environmental rights. Thirty provincial-level "Action Plans for Climate Change Adaptation" and local regulations represented by them have been successively introduced. This not only indicates that China has taken active and effective actions in the field of climate adaptation, but also is conducive to the protection of environmental rights.
Liang Xiaohui, chief researcher of the Social Responsibility Office of the China National Textile and Apparel Council, shared the experience of China's new energy industry in promoting a just transition in the global decarbonization process. In May this year, at the first Global Enterprise Summit on Jointly Building a High-Quality Belt and Road Initiative, 24 photovoltaic enterprises jointly released the "Global Photovoltaic Industry Sustainable Development Joint Initiative", calling on industry enterprises to pool their wisdom and resources, and while promoting green development, strive to drive the rapid and fair transformation of the industry.
