According to Xinhua News Agency, citing Vietnamese media reports, the National Assembly of Vietnam on February 19 approved the investment in the construction of Lao Jie - Hanoi - Haiphong railway project.
Will integrate with China
According to the planning plan submitted by the Vietnamese government, the total length of the railway main line is about 390.9 kilometers, and the three branch lines are about 27.9 kilometers long. The starting point is the rail connection between Lao CAI province and the North Station of Hekou in Yunnan Province, China, and the end point is Li County in Haiphong City, passing through seven provinces and two cities including Lao CAI Province, An Pei Province, Phu Tho Province, Yong Phuc Province, Hanoi City, Bac Ninh Province, Hoang An Province, Hai Duong Province and Hai Phong City.
According to global network reports, in response to the above news, at the regular press conference of the Chinese Ministry of Foreign Affairs held on February 19, Foreign Ministry spokesman Guo Jiakun said in response to the question of foreign media reporters "What is China's comment on the project" that since last year, the two sides have repeatedly exchanged views on promoting the railway interconnection between the two countries, and agreed to speed up the feasibility study of Lao Jie-Hanoi - Haiphong standard gauge railway. The planning work of the Tongteng - Hanoi, Mong Jie - Ha Long - Hai Phong standard gauge railway will be accelerated to promote the connection line of China Hekou to Vietnam Lao CAI standard gauge railway. Among them, the Laogai-Hanoi-Haiphong railway has a total length of about 380 km, with a gauge of 1435 mm, transporting passengers and goods, with a speed of about 160 km/h for passenger trains and 120 km/h for freight trains.
The "Old Street - Hanoi - Haiphong" line is an important part of Vietnam's "two corridors and one circle" initiative. "Two corridors and one circle" refers to the two economic corridors "Kunming - Lao Jie - Hanoi - Haiphong - Quang Ninh" and "Nanning-Liangshan - Hanoi - Haiphong - Quang Ninh" and the Beibu Gulf economic Circle. The concept was proposed by then Vietnamese Prime Minister Phan Van Khai during his visit to China in May 2004, aiming to promote the economic development of China and Vietnam through economic cooperation. In recent years, China and Vietnam have proposed on many occasions to promote synergy between the Belt and Road Initiative and the framework of the Two Corridors and One Economic Circle, so as to better serve national development and bring more benefits to the two peoples.
Vietnamese media have previously pointed out that the construction of the Lao CAI - Hanoi-Haiphong railway will help improve Vietnam's freight transport and promote inter-regional socio-economic development. The railway project will enhance connectivity with Haiphong, the largest port in northern Vietnam, promote transport links between Vietnam and China, and meet Vietnam's high-quality transport needs in a fast, convenient and safe way, the Hanoi Times said.
Textile is more convenient to go to sea
It is reported that at present, transporting goods from Yunnan to Haiphong, truck transportation takes two days, and the freight is high and easy to jam. After the opening of the railway, the time is reduced to 5 hours, and the freight is expected to be reduced by 30%. This will directly reduce the transportation cost of textiles, ensure the timely delivery of textiles, reduce the risk of default caused by transportation delays, and help textile enterprises to establish a more reliable supply chain system.
In addition, the railway can be connected to the China-Thailand Railway and the China-Laos Railway in the future to form the "Trans-Asian Railway network", which will further promote the interconnection and economic and social development between Asian countries, and also bring new opportunities to the textile industry.
